The Chief Counsel serves as the chief legal consultant and legal advisor to the Board, the Executive Director, and Management Staff, and manages the Legal Office.  In addition to providing legal advice and guidance to the Board members, the Chief Counsel reviews and advises on all administrative and court litigation, coordinates representation by the Office of the Attorney General in court matters, and provides legal counsel on matters relating to personnel and labor relations.

The California Unemployment Insurance Appeals Board is a quasi-judicial agency created to provide due process for workers and employers who wish to appeal unemployment and disability insurance benefit decisions, and payroll tax assessments made by the Employment Development Department. The Board itself consists of five members, three of which are appointed by the Governor and one each by the Senate Rules Committee and the Speaker of the Assembly.
