Under the general direction of the Assistant Executive Officer, the Chief Counsel is responsible for planning, organizing and directing the most complex and sensitive legal issues of the California State Lands Commission; consults with and advises the Commissioners (Lieutenant Governor, Controller, and Director of Finance), Executive Officer, and senior management of the Commission’s Divisions on the interpretation and analysis of constitutional and statutory law, judicial decisions, and rules and regulations affecting the duties, functions, and responsibilities of the Commission; develops and implements department policy relative to land and resource management and public rights issues; advises stakeholders and public agencies on Commission policies; represents the Commission and the Executive Officer before public, professional, and private organizations; plans, organizes and directs a professional staff of attorneys, legal analysts, legal interns, and clerical support; coordinates efforts to provide litigation support to the Attorney General’s Office and in certain limited circumstances represents the Commission in litigation independent of Attorney General representation.
