Raymond R. Rollan, FBANC President (2022-2023)
Raymond R. Rollan (he/him/his) proudly serves as a Deputy City Attorney with the San Francisco City Attorney's Office, defending the City and County of San Francisco and its employees in federal and state court matters involving constitutional issues and personal injury claims. He sits on the office’s Racial Equity Task Force and co-leads the LGBTQ+ affinity group. Prior to working at the SF City Attorney's Office, Raymond served as a Deputy City Attorney with the Hayward City Attorney's Office and as a litigation associate at Haapala, Thompson & Abern. Raymond also served as a law clerk to the Honorable Kandis A. Westmore at the United States District Court for the Northern District of California, who swore Raymond in as a practicing attorney upon passing the California Bar Exam.
As a queer Filipinx immigrant, Raymond is deeply committed to mentorship and uplifting the voices and issues faced by marginalized communities, including those within the LGBTQ+ community. During his tenure on the FBANC board, Raymond served as chair of FBANC’s LGBTQ+ Committee. In 2019, alongside student leaders from Bay Area law schools, Raymond founded Komunidad, a first of its kind law conference designed by Filipino/a/x lawyers for Filipino/a/x law students and legal professionals. Raymond was also instrumental in establishing three scholarships: the BALIF/FBANC Joint “Pamilya” Scholarship, the Ted Borromeo Scholarship, and the inaugural Carlos P. Romulo Family Scholarship.
As FBANC’s first openly queer President in the organization’s 42-year history, Raymond urged the community to think more intentionally about cultivating a culture of inclusion and belonging. FBANC 42’s theme, “FBANC for All,” served as a call to action to center the voices of the most marginalized in our community.
In addition to his service with FBANC, Raymond is Co-Chair of the National Asian Pacific American Bar Association (NAPABA) LGBTQ+ Network (20180-Present), Board Member of the Northern District of California Historical Society (NDHS), Member of the Asian American Bar Association of the Greater Bay Area’s Judiciary Committee (AABA). Raymond also served as past Co-Chair of the LGBTQ+ Network of the National Filipino American Lawyers Association (NFALA) LGBTQ+ Network, past Co-Chair of the New Leader’s Council – San Francisco Chapter (NLC) Membership Committee, and Affiliate Board Member of the Alice B. Toklas LGBTQ+ Democratic Club. Raymond is also a proud alumna of the Earl Warren American Inn of Court.
In 2021, Raymond was selected as a fellow for the inaugural California Asian Pacific American Bar Association’s Leadership Education for Attorney Development (LEAD) Public Program. In 2022, Raymond was recognized by the National LGBTQ+ Bar Association as one of the country’s 40 Best Lawyers Under 40. He also received the 2022 National Conference of Bar Presidents’ Diversity Scholar Award. The same year, Raymond was selected as a featured leader in the LGBTQ+ section of the historic “California is in The Heart” exhibit at the California Museum in Sacramento.
Raymond obtained his J.D. from the University of San Francisco School of Law, where he served as Vice-President of the Student Bar Association and as Co-President of the Pilipino American Law Society. He was a proud recipient of FBANC’s inaugural Nassiri Jung Public Interest Scholarship. Raymond earned his Bachelor of Arts in Political Science, magna cum laude, from the University of California, San Diego.
